In the dumber than dumb department:
Robert Kendall Prather was stopped at 12:23 a.m. Saturday after he rolled through a stop sign at 13th and Spruce streets, Boulder police said. A breath test showed he had 0.21 percent blood-alcohol content, according to the arrest report. Prather was taken to jail and released about four hours later. He then reappeared at the police station at 5:15 a.m., asking officers if they had seen his cell phone. When they asked how he got there, Prather said he took a cab to his car and then drove himself to the police station. A second breath test showed a 0.19 percent blood-alcohol content so Prather was arrested again.
