The U.S. Senate voted 90-9 yesterday in favor of a bill that would ban U.S. soldiers from torturing anyone in their custody. It would also allow soldiers to use only those techniques specified in the Army field manual.

The measure — an amendment to a 440 billion dollar defense spending bill being debated in Congress this week — aims to prevent “cruel, inhuman, or degrading treatment or punishment of persons under custody or control of the United States government.”

The bill was introduced by Republicans John McCain and Lindsay Graham. The vote was 90 to 9. All 43 Democrats voted for it. 46 Republicans, including Sen. Bill Frist, voted for it.

But not Colorado Senator Wayne Allard. He voted no.

President Bush has threatened to veto the measure.
