Denver Police Say Morale Dropping

Denver police officers report morale at the department is dropping. Chief Gerry Whitman says it's a staffing problem -- more officers are retiring and fewer are graduating to take their place. Who's right? There's no definitive answer yet, but one thing is certain -- Denver police are writing less traffic tickets and spending more time responding to citizen complaints. What's so bad about that?
