Washington, D.C. - Nearly six years after he came to he Senate and three years after he stunned CColorado and made national headlines by switching parties, Ben Nighthorse Campbell remains an enigma to the people he works with in Washington.
Ask Beltway insiders to assess Campbell's first term and you won't hear much of substance. They'll talk about the peace pipe he held up on the floor Senate, or the Bikers-for-Dole rally he organized in 1996. But more often than not, they can't point to tangible accomplishments.
