Owens said he chose a design he believed most reflected Colorado. He went with the generic mountain backdrop despite heavy, friendly lobbying for other designs. El Paso County residents wanted Pikes Peak, the Western Slope favored Mesa Verda and skiing and veterans groups liked the design featuring the 10th Mountain Division.
